The current House substitute to this proposed constitutional amendment (LC 36 3047S) would  allow the General Assembly to regulate casino gambling in Georgia.

The proposed ballot question appears to be deliberately misleading: 1) it refers to approving "resort-style destination casinos" a term used nowhere else in the resolution; 2) the only purpose described for use of revenues HOPE scholarship when in fact there are many other allowed uses such as treating gambling problems which are not described.
